As a law student, I have experiences about this. In Srilanka our official languages are Sinhala and Tamil languages. So the exms should helt in those languages also. As an independent Nation, we must build our own legal systems and laws.so why should we learn the law in English medium? So Law college examination must be conducted in own language. Bcs those are fundermental rights of every citizen.
As far is Japanese concerned they conduct everything in their mother toung due to this ethics japan is well - developed.
