this lowlife scumbag shd be dragged behind a car. poor dog. charge this creep with animal cruelty, fine him heavily to pay for dog's vet bills or if the poor dog died then make a huge donations to animal welfare. a few months in jail wd definitely do some justice.

We will not tolerate anything but a full length investigation to find the person(s) responsible for this crime.
