This is absolutely one of the most heinous acts of cruelty I have heard about. MAXIMUM PUNISHMENT for the low-life who did this despicable act. And NOT A SLAP ON THE WRIST either. #1: - Why didnt the people standing by and taking the photos do something?  If youve got time to film and photo it youve got time to do something about it, take the registration to the police!  Youve put this image in my head and it will be there forever and there is nothing I can do to change that, please think before you upload these photos of the effect you are having on animal lovers - youve left me feeling helpless as there is nothing I can do to change what I have seen and nothing I can do to help this dog NOW!
