Prevent Cable Theft in Boksburg!

I am Gatvol , of having no power & my electronic devices , being destroyed , everytime the power comes back on , with a power surge.
This is like living in the dark ages.
The Boksburg Electrical department needs to be charged , with criminal negligence , as they put zero measures in place , to prevent further theft of replaced cables.
