Unpaid / outstanding debts by non-prepaid electricity users. Pre-paid users are a guaranteed upfront payment for electricity services, which is an advantage to CP
Electricity is a basic essential of life in these times we live in, should be available, affordable & non taxed / levied
You cannot boost an already in trouble economy, by charging more for less from people who already are financially challenged.
