ban fireworks in ALL residential area's

We need to put a stop to this trauma inflicted on our beloved pets every year.... but this should be a countrywide ban as it's also a danger to people and a fire hazard. You should have to take out a license with strict rules and regulations regarding location, noise and who gets to set them off in order to have a public display.
