Subject : Seeking directions and guidelines to Canara Bank in the issuance of circulars with proper clarity regarding Exemption to the Persons with Disabilities from attending duties during the pandemic situation / lockdown period requested.
Sir,
We Differently abled Employees (Divyang) of Canara Bank would like to submit a few following lines to your kind perusal that , Circular no.374/2020 was issued on 20/05/2020 by Canara Bank Head Office Bangalore in which it was clearly mentioned that "the Exemption of Divyang will be treated as Special leave without loss of pay".As a result of the above Circular we were asked to stay at home by oral information without issuing the internal Circular during the month of June.On 1st of July we were Called by our respective Controlling offices such as Circle /Regional offices of Canara Bank to attend the duties .As the pandemic situation going on increasing day by day several positive Covid cases are identified in our various branches we requested our Controlling offices to permit us to stay at home even during the month of July ,telling them that the Circular no.374/2020 is in force and we can stay at home till 31/07/2020.as per the guidelines from the Ministry of Home Affairs vide letter no-40-3/2020 - DM - I (A) which was released on 29/06/2020 , states that lockdown period is confined to Containment areas only.We were not properly permitted to stay at home in the month of July, Some of us were asked to attend the duties and very few of us were told to stay at home.This Sought of big Confusion has been created among us which thrown us into an agitated Condition.When Prime Minister Office asked an explanation from Canara Bank Head Office ( ref : PMOPG/E/2020/0625572 ) in the case of Exemption to Divyang, Our GM has replied to PM'S Office stating that Cir.no. 374/2020 is issued during the lockdown period.Inspite of all these we are being pressurized to attend duties basing on the latest circular no .550/2020, released on 17/07/2020 in which there is an ambiguity either to attend or not to attend the duties.Because of this Confusion we are in agitated condition as the situation of pandemic is getting worse day by day.
Sir, hence we humbly request you to give the directions to our Head Office to issue the Circular regarding Exemption with proper clarity.We are being very much troubled by the confusing internal Circulars issued by Canara Bank. Sir many Banks have already issued their Internal Circulars with clear instructions regarding the Exemption.Where as our bank has left us in confusion and asking us to attend the duties.
Sir, We Divyang Employees are Vulnerable to illness and have to face various kinds of implications during our duties.In this situation where as the nature of Covid-19 pandemic is increasing to alarming level, all the Divyang Employees shall be considered to be on duty and work from home category only.Now the situation is changing from bad to worst in the coming months we are supposed to be more careful now. As there is non availability of public transportation it is also very difficult for us to reach the respective branches or offices.In this context we seek proper clarification for exemption to Divyang Employees upto 31/07/2020.
We therefore humbly solicit you to give directions for Exemption and mention clearly whether it is going to be considered special leave or work from home at least in the circular which may be issued by our canara bank head office on your directions. We also request you to see that our bank shall be followed the directions given by you from time to time in the case of exemption for persons with disabilities. Sir, we wish that a kind and suitable action will be taken towards our request at the earliest possible for which an act we shall be ever grateful to you sir. Thanking you sir.
