 රජයේ නිලධාරීන්ට මේ විදිහට බෝරු කියන්න පුලුවන්ද? ලැජ්ජාව ගෑවිලාවත් නැහැ වගේ. 31.05.2021 වන දින පොලිස් මාධ්‍ය ප්‍රකාශක කියපු විදිහට කියනවා නම් සාවද්‍ය  තොරතුරු ඉදිරිපත්  කර තිබෙන ශ්‍රී ලංකා ඉඩම් සංවර්ධනය කිරීමේ සංස්ථාවේ 2020.11.17 දින ලිපිය කූඨ ලේඛණයක් වෙනවා නේද?. පැමිණිලි කරන්න ඕන හැම තැනටම පැමිණිලි කරා කිසිම ප්‍රතිථලයක් නැහැ. ඉදිරියට තියන ලිපිය කියවා මම වැරදිද හරිද කියලා කියන්න පුලුවන් නම් පිං.  

Can government officials lie like this? Looks like there's no shame. According to the statement made by Police Media Spokesperson on 31.05.2021, the letter dated 17.11.2020 of the Sri Lanka Land Development Corporation which has submitted false information is a fraudulent document. Complaint to all relevant authorities including President Ombudsman. But no result. Thanks if you can read the next article and tell me if I're right or wrong.

1. මහරගම නගර සභා බල ප්‍රදේශයේ, තලපත්පිටිය පාරේ පිහිටි,  පහත රූපයේ  දක්වා ඇති කුඹුර සංවර්ධනය කිරීමට කොන්දේසි ලබාදී ඇත.

2. එම කොන්දේසි වල, 

අ).   කැබැලි අංක C 1, C 2 සහ C 3 කැබැලි හිමියන් තිදෙනාට, එක් කාණුවක් සඳහා කොන්දේසිය පැහැදිලිව දක්වා ඇත. (ඇමුණුම 1). එනම්,

    කැබැලි අංක C 1 සඳහා කොන්දේසිය “ඉඩමේ නැගෙනහිර දෙසින් ඇති කාණුව අඩි 3ක් පළලින් හා සුදුසු ගැඹුරින් යුක්තව ශුද්ධ පවිත්‍ර කල යුතුය” ලෙසයි.

    කැබැලි අංක C 2 සඳහා කොන්දේසිය “ඉඩමේ නැගෙනහිරින් ඇති කාණුව අඩි 3ක් පළලින් හා සුදුසු ගැඹුරින් යුක්තව ශුද්ධ පවිත්‍ර කල යුතුය” ලෙසයි.

    කැබැලි අංක C 3 සඳහා කොන්දේසිය “ඉඩමේ නැගෙනහිර දෙසට ඇති කාණුව අඩි 3ක් පළලින් හා සුදුසු ගැඹුරින් යුක්තව ශුද්ධ පවිත්‍ර කල යුතුය” ලෙසයි.       

ආ).   කැබැලි අංක සී 4 සහ සී 5 කැබැලි හිමියන් දෙදෙනාට, තවත් කාණුවක් සඳහා කොන්දේසිය පැහැදිලිව දක්වා ඇත. (ඇමුණුම 2). එනම්,

    කැබැලි අංක C 4 සඳහා කොන්දේසිය - “රෑපයේ දැක්වෙන ආකාරයට, ඉඩමේ “BC” මායිම දිගේ පතුලේ පළල අඩි 2ක් ද, ගැඹුර අඩි 2 අගල් 6ක් ද, මතුපිට පළල අඩි4 අගල් 6ක් ද, වනසේ කාණුවක් ගලින් හා සිමෙන්තියෙන් බැඳ සැකසිය යුතුය.”

    කැබැලි අංක C 5 සඳහා කොන්දේසිය - “රෑපයේ දැක්වෙන ආකාරයට, ඉඩමේ “AB” මායිම දිගේ පතුලේ පළල අඩි 2ක් ද, ගැඹුර අඩි 2 අගල් 6ක් ද, මතුපිට පළල අඩි4 අගල් 6ක් ද, වනසේ කාණුවක් ගලින් හා සිමෙන්තියෙන් බැඳ සැකසිය යුතුය.”

ඇ).   ඉහත අ). සහ ආ). වන ඡේදයන්ගේ දක්වා ඇති කොන්දේසි වලට අනුව, පහත දක්වා ඇති වගුව මගින් ද, ඇමුණුම 4 හි අංක 9හිදක්වා ඇති  රූපය මගින් ද ඉතා පැහැදිලිවම වෙනස් කාණු දෙකක් පෙන්නුම් කරයි. 

 3. ඉහත 2 වන ඡේදයේ දක්වා ඇති කොන්දේසි, පාසලේ 4 වන පන්තියේ සිට දිශානතිය පිළිබඳව ඉගෙන ගත් පාඩමේ ආධාරයෙන් අදාළ සැලැස්මට ඇතුළත් කිරීමෙන් ඉහත 1 වන ඡේදයේ දක්වා ඇති රූපය ලැබෙනු ඇත.

    ඉහත 2 ආ). වන ඡේදයේ සඳහන් කොන්දේසි සපුරා ඇති විට, ඉහත පින්තූරයේ A, B, C මායිම දිගේ ගල් හා සිමෙන්ති වලින් සෑදිය යුතු මතුපිට අඩි 4.5 ක් පළල එක් කාණුවක් නිල් පැහැයෙන් දක්වා ඇත.

    ඉහත 2. අ) වන ඡේදයේ සඳහන් කොන්දේසි සපුරා ඇති විට, අඩි 3ක  පළලක් සිටිනසේ, ශුද්ධ පවිත්‍ර කලයුතු ලෙස දක්වා ඇති අනෙක් කාණුව එම රූපයේ මධ්‍ය  ප්‍රදේශයේ (කැබැලි අංක C 6) කොලපාටින් ලකුණු කර ඇති පරිදි පිහිටිය යුතුයි.

    දියවන්නා ඔයා දක්වා ප්‍රදේශයේ වැසි ජලය ගලායන අඩි 7 ක් පමණ පළල ඇල රූපයේ රතු පැහැයෙන් සලකුණු කර ඇත. සුද්ධ පවිත්‍ර කලයුතු  කාණුව ද අඩි 7ක් පළල ඇල කෙලින්ම ස්ථානගතවේ. මෙය කුඹුරේ තිබූ මැද දෙපා ඇලයි.

4. ශ්‍රී ලංකා ඉඩම් සංවර්ධනය කිරීමේ සංස්ථාවේ 2020.11.17 දින ලිපියේ (ඇමුණුම 3). පලමු පිටුවේ අවසාන ඡේදයේ සහ දෙවන පිටුවේ 1වන පේලියේ සඳහන් ඇත්තේ,

    “ඉහත කොන්දේසි ආකාර කිසිවිටකත් C1, C2, C3 ඉඩම් කැබලි සදහා නැගෙනහිර මායිමේ කානුවක් සදහන් නොවන අතර එහි පැහැදිලි  ලෙසින්ම  නැගෙනහිර දෙසින් සහ නැගෙනහිර දෙසට ලෙස පැහැදිලි  කර ඇති අතර  එමගින් අර්ථ දක්වා ඇත්තේ කැබලි අංක C4 සහ C5 ඉඩම් කට්ටි  සදහා නැගෙනහිර මායිමේ පිහිටි කානුව වේ.”

“එනම් “මායිම” හා “දෙසින්” යනුවෙන් කානු ඉදිකළ යුතු ස්ථානය ඉතාම  පැහැදිලි ලෙස දක්වා ඇත” යනුවෙන්ය.

5.   ශ්‍රී ලංකා ඉඩම් සංවර්ධනය කිරීමේ සංස්ථාවේ 2020.11.17 දින ලිපියේ (ඇමුණුම 3). දෙවන පිටුවේ 6වන සහ 7වන පේලි වල  සඳහන් කර  ඇත්තේ,

    “එබැවින්, ඉහත කේ. කේ. බුලත්සිංහල මහතා විසින් සදහන්  කරන  පරිදි  මැද  ඇලකට සමාන කානුවක් මෙම ඉඩම් සම්බන්ධයෙන් අර්ථ  දැක්වෙනු  නොලබයි”.

    “එබැවින්, ඉහත කේ. කේ. බුලත්සිංහල මහතා විසින් සදහන්  කරන  පරිදි මැද  ඇලක් හදුනාගත නොහැක” යනුවෙන්ය.

6.   මෙම ලිපියේ 4 සහ 5 ඡේදවල සඳහන් ප්‍රකාශයන්, 2021.11.17 දිනැති ශ්‍රී ලංකා ඉඩම් සංවර්ධන සංස්ථාවේ ලිපියෙන් උපුටා ගන්නා ලදි. ඉහත 3 වන ඡේදයේ සඳහන් ප්‍රකාශයක් සමඟ සසඳන විට එම ප්‍රකාශ වැරදිය. අදාළ සෑම බලධාරියෙකුටම පැමිණිලි කළද, ඇමුණුම 5 හි ට්‍රාන්ස්පේරන්සි ඉන්ටර්නැෂනල් හි ලිපිය මට ලැබුණු එකම පිළිතුරයි.

7.   ශ්‍රී ලංකා ඉඩම් සංවර්ධන සංස්ථාව එවැනි ව්‍යාජ තොරතුරු ලබා දී ඇත්තේ එම පහත් බිම් 2012 දී හෝ ඊට ආසන්නව ශ්‍රී ලංකා ඉඩම් සංවර්ධන සංස්ථාවේ සේවයට බැඳුණු යුවළකගේ ඥාතීන්ට අයත් බැවිනි.

8.   සිදුකර තිබෙන දූෂණ නිසා, සෑම වැසි කාලයකදීම, මා මෙන්ම මුල් පදිංචි කරුවන් වන අසල්වාසීන් සියලු දෙනාටම වැසිකිලි උතුරා යාම, ගෙවතුවල වතුර රැදීම, ගෙවල් වැසි ජලයෙන් යටවීම,  මදුරු උවදුරු වලින් පීඩා විදීම වැනි ගැටලු රැසකට මුහුණ දීමට සිදුවී තිබේ. (2021.06.03 වන දින ලබාගත් ඡායාරූප සහ විඩියෝ ඇමුණුම 4 හි 8-1 ).

9. දැක්කහම දුක හිතෙන ඉතාම පහත් මට්ටමේ වැරදි තව ඇත. පසුව ඒ පිලිබදව ලියමි.

10. මම ඉතාමත් කාරුණිකව සැමගෙන් ඉල්ලා සිටින්නේ, ශ්‍රී ලංකා ඉඩම් සංවර්ධනය කිරීමේ සංස්ථාවේ 2020.11.17 දින ලිපියේ අන්තර්ගතවී ඇති කරණු වැරදි කරණු ද නැතිනම්  හරි කරණු ද  කියලා මට දැනුම් දෙන ලෙසයි. 

ඔබ සැමට සම්මා සම්බුදුසරණයි!!!! අල්ලස සහ දූෂණය මෙම රටෙන් තුරන්වේවා!!!!!

1. Conditions have been given to develop the paddy field shown in the figure below, located on Thalapathpitiya Road in the Maharagama Urban Council area.

2. In those terms,

a).   For Owners of lot C1, C2 and C3, the condition for one drain is clearly stated. (Appendix 1). That is,

    The condition for Lot No. C1 is that "the drain on the east side of the land should be clean with a width of 3 feet and a suitable depth."

    The condition for Lot No. C 2 is that "the drain on the east side of the land should be clean with a width of 3 feet and a suitable depth."

    The condition for Lot No. C 3 is that "the drain to the east of the land should be clean with a width of 3 feet and a suitable depth."

b).    For Lot C4 and C5 lot owners, the condition for another drain is clearly stated. (Appendix 2). That is,

      Condition for Lot No. C 4 - “As shown in the figure, a drain should be made of stone and cement along the“ BC ”boundary of the land with a bottom width of 2 feet, a depth of 2 feet 6 inches and a surface width of 4 feet 6 inches.”

      Condition for Lot No. C 5 - “As shown in the figure, a drain should be made of stone and cement along the“ AB ”boundary of the land with a bottom width of 2 feet, a depth of 2 feet 6 inches and a surface width of 4 feet 6 inches.”

c). In accordance with the conditions set forth in paragraphs a). and b). above, the table below and the picture in Figure 9 in Appendix 4 clearly show two very different drains.

3. The conditions set out in paragraph 2 above, being placed in the relevant plan with the help of the lesson learned from class 4 of the school on orientation, will result in the image given in paragraph 1 above.

    When the conditions mentioned in paragraph 2. b) above are fulfilled, one drain in which, surface is 4.5 feet wide, to be created of stone and cement along the boundary A, B, C of the above image is shown in blue color.

    When the conditions mentioned in paragraph 2. a) above are met, the other drain, which is 3 feet wide and to be cleaned, shall be located in the center of the figure (Lot No. C 6) marked in green. The 7 feet wide canal where the rain water flows in the area up to Diyawanna Oya is marked in red. The drain to be cleaned is also located directly on the 7 feet wide canal. This is the middle leg of the field. This is the center cannel of the paddy field.

4.   In the letter dated 17.11.2020 of the Sri Lanka Land Development Corporation (Annex 3). The last paragraph on the first page and the 1st line on the second page state,

    “The above conditions never mention a drain on the eastern boundary for plots C1, C2, C3 and it is clearly defined as east and east facing, thereby defining the drain on the eastern boundary for plots C4 and C5.”

    “That is, the "boundary" and the "direction" clearly indicate where the drains are to be built.”

5.   In the letter dated 17.11.2020 of the Sri Lanka Land Development Corporation (Annex 3). Lines 6 and 7 on the second page state,

    “Therefore, as mentioned by Mr. KK Bulathsinhala above, a drain similar to a central canal is not defined in relation to these lands.”

     “Therefore, as Mr. KK Bulathsinhala mentioned above, a middle canal cannot be identified.”

6. The statements made in paragraphs 4 and 5 of this letter, excerpted from the letter of the Sri Lanka Land Development Corporation dated 17.112020. Those statements are incorrect when compare with one stated in paragraph 3 above. Although I complained to all the relevant authorities, the letter from Transparency International in Annex 5 was the only answer I received.

7.   The Sri Lanka Land Development Corporation has given such false information, because that those lowlands belong to the relatives of a couple who joined the service of the Sri Lanka Land Development Corporation in 2012 or near.

8. Due to the corruption that has taken place, every rainy season, I, as well as the original settlers, have to face many problems such as overflowing toilets, flooding of backyards, flooding of houses and suffering from mosquito infestation. (Photos and videos taken on 03.06.2021 8-1 in Appendix 4).

9.     There are still very low level mistakes that are sad to see. I will write about that later.

10.    I kindly request everyone to inform me whether the matters contained in the letter dated 17.11.2020 of the Sri Lanka Land Development Corporation are incorrect or correct. Blessings of Samma Sambuddha to you all!!!! May bribery and corruption be eradicated from this country!!!!!
