Update on STOP 5G in Watford

I hope you are all well and healthy.
I am writing to give you update about this group complaint and petition.
Ben Martin, Head of Planning of WBC (Watford Borough Council) responded to the complaint I submitted. Here's his response: https://bit.ly/benmartin-wbc .
He basically said that they are basing their decision (granting 5G mast planning applications) in accordance with national planning policy requirements, set out within the National Planning Policy Framework (NPPF). Paragraphs 112 – 116 of the NPPF provide the policy framework for telecommunications equipment. Paragraph 114 states that “Local planning authorities should not impose a ban on new electronic communications development in certain areas”. Paragraph 115 requires planning applications for new masts to be accompanied by “a statement that self-certifies that, when operational, International Commission guidelines will be met”. Paragraph 116 goes on to state “Local planning authorities must determine applications on planning grounds only. They should not seek to prevent competition between different operators, question the need for an electronic communications system, or set health safeguards different from the International Commission guidelines for public exposure”.
I have responded to his email today, requesting for a senior officer to review this group complaint. I stated that the national planning policy requirements, set out within the National Planning Policy Framework (NPPF), Paragraph 112-116, possibly violate our human rights to LIFE and PRIVACY because 5G has (1) no proven study that shows it's safe to humans and the environment and (2) not proven to NOT violate our rights to privacy because it has surveilance capability. I asked for time to meet and discuss further to ensure our human rights are not violated and our concerns are heard and taken into consideration.
The a new head of Planning of HBC (Hertsmere Borough Council) is Mr Ross Whear, no longer Adrien Waite. HBC have asked for extension (20 working days, on 22 June 2020) to respond to our group complaint. I am awaiting his response.
I realised that complaints and petitions are dealt with separately and so I requested for our PETITION application to be made available in the WBC website, so that people can sign the petition there and its acknowledged by WBC, without the need for our physical signatures. HBC does not have online petitions in their website, and need a manual petition submitted by HBC residents. It's confusing to me that HBC has jurisdiction on the 5G mast planning application in Elton Way, Watford (lamp post in front of Costco). I will be asking them that question.
